Goodison Group second seminar in Scotland

The second seminar organised by the Goodison Group in Scotland was held at the Royal Society of Edinburgh in July. The theme for this seminar was People are our greatest resource; for our nation, our communities and our companies, who pays for their development? The emphasis was on "Who pays".
Given the very straitened public finances for the foreseeable future and given also that learning and skills are at the heart, not only of the recovery from the current recession, but also of the development of the nation of Scotland; and given also that 70% of the 2020 workforce is already beyond formal education, how should and how can the learning requirements and skills development requirements of every individual in Scotland be funded?
